These roles overlap and titles vary. Define the balance your team needs rather than treating either title as a complete specification.
Map the work from problem to release

A design engineer may be strong in implementation and interaction while needing product research support. A product designer may prototype extensively without owning production engineering.
Identify the recurring delay
If the team keeps building the wrong flow, strengthen discovery and product design. If well-understood designs lose quality during implementation, examine design engineering and the handoff.

Write the role in verbs
Specify whether the person will research, design, prototype, implement, review, or maintain. State which activities dominate their time and how they work with product and engineering.
