GTM strategy or revenue operations: where does the work belong?

Distinguish commercial choices about markets and motions from ownership of the processes and systems that execute them.

GTM strategy work asks which customers, problems, channels, and commercial motions the business should pursue. Revenue operations work makes the chosen motion executable through clear processes, definitions, systems, and feedback.

A startup may combine these responsibilities, but the mandate should state which decisions the person owns and which they only inform.

This is a practical routing model. Company-specific titles can describe different combinations.

Identify the actual bottleneck

If the team has no coherent view of its buyer or motion, buying more tooling will not settle the strategic choice.

If the strategy is reasonably clear but teams cannot execute consistently, another strategy presentation may not fix the operating problem. Review the handoffs, data definitions, and decision cadence.

A role can diagnose both, but it needs authority and time to act on the findings.

Define the decision contract

Specify who chooses target segments, approves experiments, owns commercial systems, and resolves disagreements between sales, marketing, and customer success.

For a combined role, write what happens when strategic analysis competes with urgent operating work. Otherwise, the person may spend all their time maintaining systems while being evaluated on strategic change.

Assess the relevant work

For strategy, provide fictional customer evidence and ask for a recommendation, alternatives, and what would change the decision.

For operations, provide a fictional handoff with inconsistent definitions and ask for a workable process and adoption plan.

For both, ask how the candidate would distinguish a real business signal from incomplete or misleading data.

Make outputs concrete

Replace “own GTM” with specific responsibilities: a segment decision process, a lead-routing workflow, a reporting definition, or an experiment review.
