Set a recruiter submission limit around the hiring team’s ability to review useful evidence. The limit should create a manageable decision queue, not become a target for sending profiles regardless of relevance.
Agree on both the amount of work the team can review and what makes a submission decision-ready.
Start with capacity
Estimate the manager time available for profile review and the pace at which interviews can follow. A large queue does not help if candidates wait without a meaningful next step.
If capacity is constrained, reduce active work or improve review ownership rather than encouraging more submissions.

A concise, well-supported profile can be easier to review than a long promotional summary.
Avoid turning the limit into a quota
The partner should be able to send fewer profiles when the available evidence is weak. A requirement to fill every slot can reward volume rather than judgment.
Conversely, allow an agreed exception for a genuinely time-sensitive, relevant candidate. The exception should include the reason, not just a claim that the person is exceptional.
Give feedback that improves the next batch
Explain which evidence was relevant, what was missing, and whether a requirement needs clarification. Repeatedly saying “send stronger candidates” does not help a partner calibrate.
If the partner’s interpretation is correct but the market is narrow, discuss the requirement rather than silently raising expectations.
Review the operating rule
Check whether the queue stays manageable, decisions are timely, and submissions improve after feedback. Adjust the limit when the search or interview capacity changes.
