Assess technical change leadership by asking how the candidate moves a team from an existing system or practice to a better one. Choosing a new tool is only the beginning.
The role needs to account for dependencies, users, operational continuity, and the work of adoption.
Use a fictional transition
A fictional engineering team wants to replace a fragile deployment process. Some services are easy to migrate; others have undocumented dependencies and reluctant owners.
Ask the candidate to propose a transition plan and identify what must be learned before committing to it.
Evaluate the plan

Do not reward a broad rollout date unsupported by the fictional evidence.
Probe resistance
Ask how the candidate would respond to an engineer who says the change creates more work than it saves.
Look for investigation of the concern, not a default assumption that resistance is irrational. The objection may reveal a real dependency or a poor design.
Distinguish launch from adoption
A system can be available without being used effectively. Ask what the candidate would inspect after rollout and how they would decide whether the change solved the original problem.
Training, documentation, support, and ownership may matter as much as the initial implementation.
Review past learning
Invite a generalized example of a change that did not proceed as expected. Ask what the candidate would do differently and which signals they missed.
Avoid requiring private incident reports or naming individuals who opposed the change.
Connect to the mandate
